TL;DR: it has a very enjoyable gameplay with the management of resources and the logistics and despite the negative review I will keep playing it for a while because I must say, despite all the negatives it's still a very fun game.

Optimization is not very good when your city becomes too big, but I never had less than 50–60 FPS at 3x speed, which is good.
