Nothing is really taken seriously, and the game just has fun with what's ultimately an excuse story to get you to interact with all the fun Baron-type villains and with all the friendly NPCs around town.
The gameplay revolves around using your brain to think, your fingers to press buttons, Shantae's hair to whip baddies and various transformations to help you reach new areas.
