This game needs some serious optimization, with this same system I can play Rust and get over 40 fps guaranteed at 720p, so in order to guarantee higher FPS that means you're going to have to lower the graphics significantly.
The option menu is fairly void of any real ability to set certain levels of graphics or sound.
