Oppaidius: Summer Trouble has what you’re looking for; a silly and fun story; solid artwork; and more importantly, humongous gazongas.
The art style is similar to the one found in visual novels of that era, and it blends surprisingly well with the more modern design of the characters, even though it takes a bit to get used to the girls’ look.
The soundtrack is made of very good MIDI tracks which definitely contributes to that retro feel.
