Yes, there are the same characters we know and love but no, we don't have wonderful world and setting around us, as it's been replaced by an alternative plane of existence.
Though initially I wasn't a huge fan, Trails in the Sky the 3rd gets better and better as it goes, partially because the side stories are really strong and partially because the combat really hits (or rather, returns to) its stride in Chapters 3/4.
The unique Boss fights are actually fairly interesting in this one with some design put in them so the gameplay overall is a marginal improvement over SC.
Despite having a few issues with this game and with playing on Hard, I ultimately still quite enjoyed this game, especially getting to learn more about and say goodbye to these excellent characters, and I didn't even mention the stellar soundtrack, so factor that in, too!
Visually and technically, the game shows its age, but the PC version runs smoothly, and the simple but expressive art style still carries warmth and personality.
