Pixel, main developer of Cave Story, does it again and provides a very fun polished game.
Kero Blaster (KB) has great reviews, and the gameplay shown in the trailers is the kind of run and gun, or at least trot and shot (tarry and bury?), experience I enjoy.
It's a treasure box of swinging tunes, great atmosphere, charming graphics, and very challenging and rewarding gameplay.
Through its sound design and graphical choices, it perfectly encapsulates that sense of nostalgia for "simpler" times.
I'm sure it must be possible to play with a keyboard and mouse but I recommend using a gamepad.
