Note: Very good animations, good level design, outdated but excellent mechanics (because it came out in 1999), etc.
While it has been released before GTA 3, it does make up for a great story, character development, and atmosphere among the interactions you have with people and what you can do in the world.
Aside from the negatives, there are positives such as the loading times, missions, challenges, and the graphics for its time.
While the combat is easy (With the exception of walking up to a bad guy, flipping him, and arresting him), it does get awkward at times.
Sound design and music emphasize atmosphere over spectacle, contributing to the tension and unease even when technical limitations are apparent.
