the game itself is literally just portal, and we all know portal is a great game. as for the RTX part, it would be better to think of this as less of a remake/remaster of portal, and more of a tech demo for real-time ray traced lighting. all of the effects are exaggerated so that you can tell they're present, sometimes to the point of creating sensory overload. as others have said, this is not the way valve intended you to experience portal, and first time players would be better off trying the original.
i'm sure there's no computer can run it with at least 40 fps (or there is one but it is nvidia super hyper rtx cuz the game was optimized to be good on this card and people will buy it more)
The gameplay itself switches between puzzles and platforming and often blends the two together in a wonderful fashion wherein platforming is an elegant solution to the puzzles and you need to use the Portal Gun to be able to platform better.
A lot of other people reported that the game just staight-up crashes for them at various intervals but I actually played all the way through the campaign and didn't have that problem so your mileage may vary on that.
