Oftentimes rooms will just be packed full of basic enemies, and if you're not wearing the life sensor, military camo, or stealth suit, your reward for exploration will be "die, idiot." Other times, massive swathes of the level will be completely unpopulated, making for a dead-easy run to your target unless you feel inclined to make your life harder for no reason.
